Ask for three files before you release the deposit: a UN 38.3 Test Summary for the exact cell or pack, a current cell-level safety data sheet, and an electrical-safety test report that names the destination market. Freight can move without the third file. A later dispute usually cannot.
The losses happen in two rooms, and they look unrelated until you put the folders side by side. At the airline or forwarder desk, a booking dies because the Test Summary does not match the model on the air waybill. In the claim file, a swollen pack arrives and the only document anyone can find is a catalogue page. This checklist belongs on the purchase order. After the first incident, you are already arguing from whatever was attached to the booking.
It proves that the named cell or battery type completed the transport tests in the UN Manual of Tests and Criteria, Section 38.3. Those tests cover altitude, thermal cycling, vibration, shock, external short circuit, and the remaining T-series items that apply to the design. Carriers that follow the IATA Dangerous Goods Regulations ask for the Test Summary before they accept lithium batteries as cargo.
That is a transport file. It does not prove measured capacity against the label, cycle life, how the protection board behaves inside a notebook, or approval to sell the pack in Brazil, the EU, or any other destination. If you treat it as a product-safety certificate, you will discover the gap only when a customer or an insurer asks a different question.
Read it as a match, not as a seal. The cell or pack model string has to equal the string on your purchase order, including the revision. The laboratory name and the test date have to be on the page. The summary has to list the UN 38.3 tests, not a one-line “passed safety.” A certificate with a gold seal and no model is not a Test Summary yet.
The substitution you will see most often is last year’s cell file sitting inside this year’s pack. The pack is then a different article. Ask whether the summary is for the cell, the pack, or both, and keep that answer with the order.
The safety data sheet is the GHS-format file warehouses and emergency teams open when a carton is damaged. Buyers still search for it as MSDS. The version that helps is the cell-level sheet for the chemistry you are buying, with a revision date.
Three fields decide whether the sheet is usable. The product identifier and chemistry must match the cell, not a family name that covers several formulations. The language must be one the destination warehouse can act on. The revision date must be recent enough that the carrier will file it. A sheet dated five years ago for a renamed cell is not evidence for this shipment.
The SDS does not replace UN 38.3 and does not replace an electrical-safety report. It answers a different question: if this pack vents, what is inside it and what should staff do. If your forwarder cannot answer that from the file you attached, the file is incomplete.
The third file answers market entry and product safety, not cargo acceptance. For portable lithium cells the usual reference standard is IEC 62133-2. The report you collect should name the standard, the exact model, the laboratory, and the issue date.
A logo on a PDF catalogue is not that report. A report for a neighbouring SKU is not that report. A transport test does not “include” electrical safety. If the destination requires a local mark, the report or certificate must name that mark. If the supplier cannot produce a report for the SKU, record the gap and decide whether the order still proceeds.
Laptop batteries sold as replacement parts sit in a grey zone that buyers underestimate. They ship as dangerous goods. They later sit inside a notebook. The electrical-safety report is the file that lets you show a customer or an insurer what standard the pack was assessed against. Without it, a later “the pack was unsafe” claim has no document to open.

The last column is the one buyers skip. Teams collect one strong-looking PDF and stop. Then the claim arrives and the PDF answers the wrong question.
Paperwork does not measure the pack. Before a first bulk order, run the same electrical dimensions the industry uses for laptop batteries: voltage, labelled capacity, charge and discharge behaviour, internal resistance, protection behaviour, connector, load capability, and — where the host notebook uses it — PD protocol compatibility.
Ask the supplier which of those dimensions they record on the outgoing lot, and ask for three serial numbers you choose. If they can only send a family datasheet, you are buying a description, not a lot record.

Wrong installation, wrong power, human damage, unauthorised teardown, and minor cosmetic difference are excluded. Those day counts are this supplier’s terms, not a global rule.
Stop if any of the three files is missing for the exact SKU. Stop if the Test Summary model string does not match the purchase order. Stop if the SDS has no revision date or names a different chemistry. Stop if the electrical-safety report is a logo page.
Proceed if all three files name the SKU, the electrical lot record exists for serials you picked, and the DOA or warranty clause is in the purchase order with the evidence the seller will accept. The paperwork does not make the pack safe. It makes the next conversation factual.
Is a UN 38.3 Test Summary the same as a UN 38.3 test report?
No. The Test Summary is the short document carriers ask for. The full laboratory report is longer. For booking, collect the summary that names the model. If a later dispute needs method detail, ask for the full report then. Do not treat a one-line “UN38.3 passed” email as either file.
Can I ship if I have UN 38.3 and SDS but no electrical-safety report?
Some forwarders will book that cargo, because those two files answer transport. You still have no named standard for a later quality or insurance file. For a first bulk order, treat the third file as a go/no-go item, not an after-sales extra.
The supplier sent an SDS in Chinese only. Is that enough?
Not if the destination warehouse cannot use it. Ask for a version in a language the destination staff can act on, or a bilingual sheet. The chemistry and revision date must stay the same.
Do I need a separate Test Summary for the cell and the pack?
Ask which article was tested. If the pack adds a protection board, enclosure, or different configuration, a cell-only summary may not cover the pack. Write the answer on the purchase order.
What if the destination has a local mark I have never seen?
Ask the supplier for the report or certificate that names that mark and the SKU. If they cannot produce it, record the gap. Do not invent a mark or treat a transport file as a local mark.
