What CE, RoHS or EMC Certificates Does This Laptop Parts Supplier Actually Hold?

A CE mark on a laptop-parts listing is not the same object as the PDF behind it. CE — Conformité Européenne — is the manufacturer’s own mark on information-technology goods. That mark is usable only when the test type, the product family, and the applicant name can be read on the file. A catalogue that only repeats the mark gives none of those strings. If the holder is an affiliated company, the relationship has to be written next to that name.

The mark on a landing page does not tell a buyer who declared what, on which family, against which standard. The file does.

What does a CE mark actually put on paper?

For information-technology goods, the mark is the manufacturer’s own declaration that a technical file exists. The European Commission does not issue that mark as a licence. What a buyer can actually open is usually an electromagnetic compatibility report, a restricted-substance report, and — when the SKU takes mains voltage — a low-voltage safety report. Those three sit in trade talk as EMC, RoHS, and LVD. A slide that only says “CE certified” names none of them.

Put the standard, the lab, the issue date, the family, and the applicant on the same request as the model. If the reply is only a logo crop, the request is still empty.

Which three fields decide whether the file is usable?

The type, the family, and the holder. Type means EMC, RoHS, or LVD written as separate papers — not a single “CE available” line. Family means the product group on the paper is the same group as the purchase order. Holder means the applicant or manufacturer string, plus a written link if that string is not the seller. Leave the holder blank and the other two fields cannot be used.

The brand is run by Shenzhen Mildtrans Industrial Co., Ltd. (深圳市中川实业有限公司), formed in 2004, and Mildtrans Industrial Co., Limited (中川实业投资有限公司) in Hong Kong, formed in 2010. The work is buying, inspecting, and shipping laptop parts — not melting glass. Most commercial paper and most outbound cartons use the Hong Kong legal name. A buying-and-shipping house often presents test papers that name an affiliate. The useful check is whether that affiliate is named and whether the family on the paper matches the SKU.

Why can the holder name differ from the invoice name?

The legal person who booked the test is not always the legal person who issues the invoice. A buying-and-shipping house can sell a panel whose electromagnetic compatibility and RoHS papers name an affiliate. That split is not, by itself, a fake paper. It becomes unusable when the relationship is missing, or when the family on the paper is a different family from the SKU.

Those four keep customs and the downstream customer on one person. A leftover “CE available” line will send the broker a logo.

A paid wire and a booked ship date do not print a holder. On a MILDTRANS confirmation, settlement is T/T — a telegraphic transfer, meaning a bank wire — through HSBC.
