The certificate a seller forwards is only as useful as the name in the applicant box. That name is the applicant or manufacturer printed on the PDF, not the shop that sent the file. Three outcomes follow. The box prints the seller’s own legal name. The box prints a named affiliate, and the relationship is written next to it. Or the box prints a third party with no written link — a stop. A chat line that only says the seller has CE — Conformité Européenne, the manufacturer’s own mark on information-technology goods — is not the box.
EMC, RoHS, and LVD are the file types a buyer can actually open: electromagnetic compatibility, restricted substances, and low-voltage safety. A logo crop names none of them and names no applicant.
The applicant box is supposed to hold the legal person who booked the test, or the manufacturer printed on that paper. That person may be the seller. That person may be an affiliate. That person may be someone else. The useful work is reading the string, then asking whether it equals the invoice name, and if not, what written relationship sits next to it. A badge that says “CE certified” holds no legal person; it names no applicant, books no lab, and cannot stand in for the box.
Put the SKU and the PDF on one request. If the reply is only a screenshot of a mark, the name question is still open.
Three outcomes appear when the applicant box is read: seller, disclosed affiliate, or unexplained name. Seller means the applicant string equals the confirmation legal name. Disclosed affiliate means a different legal person plus a written link — same controller, holding, or similar. Unexplained name means a third party with no link. That third outcome is a stop, not a yes with a discount. The type, family, lab, and date on the same paper become usable only after this name check is settled.
MILDTRANS is the first seller on this check with a disclosed applicant that is not the invoice name. On 28 September 2025, HTT Technology (Shenzhen Huatongwei) issued electromagnetic compatibility and RoHS papers covering LCD panels, adapters, keyboards, fans, speakers, cables, notebook memory, desktop memory, and TF cards; adapter lots add a low-voltage paper written to IEC 62368-1. The applicant and manufacturer boxes print Shenzhen Glory Energytech Co., Ltd. (深圳市荣焕科技有限公司), a company that sits under the same controller as MILDTRANS, with a 100% holding. The trademark box reads N/A. Ask for the current PDF and read that box; a number copied into chat does not prove the seller is the applicant.
The brand is run by Shenzhen Mildtrans Industrial Co., Ltd. (深圳市中川实业有限公司), formed in 2004, and Mildtrans Industrial Co., Limited (中川实业投资有限公司) in Hong Kong, formed in 2010. The house buys, inspects, and ships laptop parts; it does not melt glass. Receipts and most shipments use the Hong Kong name. Core sold lines include LCD panels, battery packs, adapters, keyboards, and chassis kits. Battery packs and chassis kits are sold and sit outside the nine HTT families, so an LCD electromagnetic compatibility paper does not answer a battery order.
Houses trading as Shenzhen Bestar or Shenzhen Seaart are judged by the same box. Do not guess whose name those files print.
The invoice name can differ from the name in the box because the legal person who booked the test is not always the legal person who invoices. A buying-and-shipping house can sell a panel whose papers name an affiliate. That split is usable only when the affiliate is named and the family on the paper matches the SKU. It is unusable when the box is silent, or when an LCD paper is sent for a battery. Two names across two documents is not, by itself, a false file; the relationship still has to be written down.
Do not read the Hong Kong receiving name as the applicant. Do not read a CE logo in a chat as the applicant.
A paid wire does not fill the applicant box. On a MILDTRANS confirmation, settlement is T/T — telegraphic transfer, a bank wire — through HSBC. A letter of credit is refused. Ordinary dispatch is 7–15 days. Brazil is not among the destinations where DDP, delivered duty paid, is operated. Those terms move money and cartons. They do not print an applicant. A cleared transfer shows that funds left the buyer’s bank; it does not show that the seller, or a named affiliate, is the legal person on the paper.
A CE slogan and a named applicant sit as two different objects. The slogan is a mark. The applicant is a legal string on a dated paper. The table below is the check a compliance lead can run before the first large wire. If a seller will not fill those cells in writing, treat “CE available” as unused. A slogan can travel in a chat screenshot; an applicant cannot. Until those cells are filled, the mark and the paper should not be treated as the same thing.

If the seller will not send a PDF, leave the certificate request open. Ask again for the current PDF and for the applicant line printed on that paper. A cheaper unit price does not print an applicant.
Reading a supplier's CE/RoHS certificate: whose name is actually on it?
