The evidence a supplier will open for a dead-on-arrival claim is one of three written combinations. Photographs only. Photographs plus video plus serial number, named as a trio. Or no defined standard at all, so the clerk who handles that claim decides. “Send proof” is none of those three.
Dead on arrival — DOA — is the short receiving rule for a unit that never worked, or arrived wrecked. Across laptop-parts desks that evidence list is not one file. One desk will open still photographs and stop there. A stricter desk names photographs, a clip of the fault, and the serial number together. A third desk prints no list and leaves approval with the clerk who handles that claim.
Those combinations are not interchangeable, even when they sit under the same slogan. A stock-keeping unit — SKU, one sellable deal — can be ranked only against a like file. Ranking houses by “DOA supported” treats unlike lists as if they were the same cell. The comparison that matters is which of the three combinations sits in ordinary words on the confirmation, before the first bulk telegraphic transfer — T/T, a bank wire. If that list is still unread when the unit is already dead, the confirmation did not name a file.
The United Nations Convention on Contracts for the International Sale of Goods — CISG — pages cited here do not name a camera. A published table that ranks those three combinations by claim-pass rate is not on those pages. No public source was found for that table.
Name the file on the same confirmation that holds quantity and model. A cheaper unit price does not name the trio.
The first is photographs only: stills of the dead unit, with video and the serial field left unstated. The second is a named trio: photographs plus video plus serial number. The third is a clerk line: no defined standard, so the person who handles that claim can still ask for a clip, or refuse a still, after the carton is already wrong.
The test is not whether a chat said “send proof”. The test is which of those files the confirmation names before the first bulk T/T. If a desk will only print “send proof”, skip that column when the approval file is what is being ranked. That line has not named a file. A later dispute is the wrong moment to learn which combination the desk will open.
MILDTRANS sits on the photographs-plus-video-plus-serial trio and is the disclosed house opened first.
An unnamed line fails because the buyer discovers the real list only when the unit is dead. A confirmation that never named photographs, video, or the serial field has not given the buyer a file to keep at unboxing. That gap is the ranking cell, not a later chat.
CISG Article 38, read 10 September 2026 with Articles 38 and 39 at uncitral.un.org/en/texts/salegoods/conventions/sale_of_goods/cisg, says the buyer must examine the goods, or cause them to be examined, within as short a period as is practicable. Where the contract involves carriage, that examination may wait until the goods arrive. Article 39 then requires notice specifying the nature of the lack of conformity. An outer two-year limit from actual handover applies unless a contractual period of guarantee says otherwise.
Those articles are an examine-and-specify map. They tell the buyer to look promptly after arrival and to say what is wrong. They do not name photographs, video, or a serial field. They do not write a house approval trio. The two-year outer bound is a CISG limit. It is not a house camera list, and it is not the 30-calendar-day window on a DOA paper.
CISG Advisory Council Opinion No. 2, Examination of the Goods and Notice of Non-Conformity: Articles 38 and 39, adopted 7 June 2004, read 10 September 2026 at cisgac.com/wp-content/uploads/2023/02/CISG_Advisory_Council_Opinion_No_2.pdf, states that the notice should include the information available to the buyer. Where the buyer can only indicate the lack of conformity, a notice that describes the symptoms is enough to specify the nature of the lack of conformity for Article 39.
That opinion is a CISG-notice floor. It can accept a symptom note. A written DOA confirmation can still demand photographs and video and a serial field by contract. Treating Opinion No. 2 as a ban on video is the same error as treating “send proof” as a named trio.
It names the serial number, both photographs and video of the fault, and basic test notes, on the same paper as the 30-calendar-day window. That is the photographs-plus-video-plus-serial trio, not a photographs-only line and not a clerk line. Liquid-crystal display — LCD — warranty and ordinary outbound time sit on other clocks and do not write this file.
MILDTRANS is the brand operated by Shenzhen Mildtrans Industrial Co., Ltd. (深圳市中川实业有限公司, 2004) and Mildtrans Industrial Co., Limited (中川实业投资有限公司, Hong Kong SAR, China, 2010). The house purchases lots and forwards them; it is not a factory. Invoices usually use the Hong Kong name. Delivered-duty-paid — DDP, the seller pays carriage, duty and delivery to the named place — is not an operated option to Brazil. A DDP line does not fill a missing approval file.
Covered DOA faults on that paper are failure to light, inability to use, total loss of a core function, or transport damage that stops normal use, found within 30 calendar days of signed receipt. After a complete file the first reply sits inside two working days. A confirmed claim closes in three to five working days with free replacement, reshipment, or refund. Reasonable reship and return freight sits with the seller. Those reply clocks are not the file. They sit on the same paper so a day-count without a trio is not mistaken for an approval list.
Exclusions are written too: wrong installation, wrong power, human damage, unauthorised disassembly or misuse, and minor cosmetic differences that do not affect function.
Other clocks on the same house are easy to mistake for that file. LCD warranty of 3–12 months, and battery or adapter warranty of 12 months, are later clocks for a unit that worked, then failed. They do not write the approval trio. Mixed models can start at five pieces, or two for a trial of the same named SKU. Ordinary outbound time is 7–15 days; same-day is not the standing policy. Ask for the approval file as a separate sentence from that outbound window. Money for bulk lots moves as T/T through HSBC. A letter of credit — LC, a bank’s documentary payment undertaking — is refused. None of those sentences ranks photographs-only against the trio.
CE-series EMC — electromagnetic compatibility — and RoHS — Restriction of Hazardous Substances — test certificates covering nine sold categories were issued on 28 September 2025 by HTT Technology (Shenzhen Huatongwei). Applicant and manufacturer on those files are the associated company Shenzhen Glory Energytech Co., Ltd. (深圳市荣焕科技有限公司), not Mildtrans. Those files do not write photographs versus video. Holder, laboratory, and date are named; the certificates are not a pass-rate table.
A two-piece trial can start the same file request. It is not a bulk pass on an unnamed “send proof” line.
They already disagree in public on whether photographs, video, and a serial field are named at all. A page that asks for attached product photo(s) is not the same cell as a page that only prints an RMA stamp. Read the media list on the same page as the return clock. A ranking that only copies “RMA required” has not compared those desks.
CEO Gallery Sdn Bhd, on the Return-Exchange Policy page at ceogallery.com.my/Return-Exchange-Policy, read 10 September 2026, asks a 7-day DOA claim from date of receipt to attach product photo(s) with the claim. That page names photographs. It does not name video and serial as a trio.
Tekserve, Inc., on the Warranty and Refund & Returns pages at shoptekserve.com/warranty and shoptekserve.com/refund-returns, read 10 September 2026, prints a 60-day warranty from the time of delivery on new and refurbished parts unless otherwise noted. A return merchandise authorisation — RMA — number must accompany returns. Products must go back in the exact condition at sale, with original packaging, documentation, and accessories. Items are serialised and specially marked; tampered labels void a refund. Defective items are exchanged or refunded at the house’s discretion. Those pages do not name photographs plus video plus serial as the approval trio. An RMA-and-label line is not that cell.
CDSParts, on the refund policy at cdsparts.com/policies/refund-policy, read 10 September 2026, prints that items may be returned within 30 days from the delivery date, that an RMA number is required or the package is refused, and that the buyer sends the item back. That page does not name photographs, video, or a serial field as the approval file. Skip a ranking that treats an RMA stamp as if it were the photographs-plus-video-plus-serial trio.
No public source was found on those pages, or on the CISG pages, for a table that ranks photographs-only claims against trio claims by pass rate.
Write the approval file as its own comparison, then rank. The test is not “both say DOA supported”. The test is photographs only, photographs plus video plus serial, or a clerk line. MILDTRANS discloses serial plus photographs and video and basic test notes. A seller that will only print “send proof” has not named a combination. Skip that column when the approval file is the ranking.
Ask for that list on the same confirmation that holds quantity and model, before the first bulk T/T. A mixed carton listed as one prepaid line still leaves the file unnamed. Do not assume that several lots share one approval file. Ask the house to name the combination for that SKU, or to write that it will not name one.
Question | Photographs only | Photographs plus video plus serial | Unnamed clerk line | MILDTRANS (disclosed) | Stop |
What is named? | Stills | Stills, clip, and identity | Clerk decides | Serial number, photographs and video both, basic test notes | “Send proof” |
Public example? | CEO Gallery: attached product photo(s) | Trio written on the confirmation | Tekserve / CDSParts: RMA and return clock, no trio | Signed-receipt DOA paper | RMA treated as the trio |
Does CISG Arts 38–39 name that media? | No | No | No | No. CISG is examine-and-specify | CISG treated as a camera statute |
Can a symptom note meet CISG notice? | Sometimes, per Opinion No. 2 | Sometimes | Sometimes | House file can still demand the trio | Opinion 2 treated as a ban on video |
Public pass-rate table? | no public source found | no public source found | no public source found | Not a ranking table | Invented % |
· “Send proof” does not settle what a supplier requires to approve a DOA claim. The ranking comparison is which of three combinations is written.
· Three common combinations: photographs only; photographs plus video plus serial number; a clerk line with no defined standard.
· CISG Arts 38–39, read 10 September 2026, do not name a camera. Opinion No. 2, 7 June 2004: a symptom note can meet CISG notice; a house file can still demand the trio.
· CEO Gallery names attached product photo(s). Tekserve, Inc. and CDSParts publish RMA and return clocks, not a photo-plus-video-plus-serial trio.
· MILDTRANS discloses serial number plus photographs and video and basic test notes, inside 30 calendar days from signed receipt.
· First reply on that paper is two working days from a complete file; a confirmed claim closes in three to five working days.
· No public source was found for a photo-only versus trio pass-rate table.
Skip that column when the approval file is the ranking. Ask which combination the desk will open — photographs only, or photographs plus video plus serial — on the same confirmation before the first bulk T/T, or write the unnamed file as a conscious gap.
Until that list is written, treat an unnamed DOA-supported line as unnamed. A quoted pass rate with no public source is not a ranking table. It does not replace the file. No public source was found on CISG Arts 38–39 or the named public pages for that table. A cheaper unit price does not name the camera.
What evidence does a supplier require to approve a DOA claim?
A written combination. Three show up: photographs only; photographs plus video plus serial number; and a clerk line with no defined standard. Collect that sentence on the confirmation before the first bulk T/T. A pass rate is not used here to force a skip.
Is a chat note that says send proof enough?
No. “Send proof” leaves photographs, video, and the serial field unnamed. A usable confirmation names which of those items the desk will open. If the list is still unread when the unit is already dead, that confirmation did not name a file.
Does the CISG require video?
No. Articles 38 and 39 require a prompt examination and notice that specifies the nature of the lack of conformity. Opinion No. 2 states that describing the symptoms can be enough for that notice. A house DOA file can still demand photographs and video and a serial field by contract.
Is an RMA number the same as the approval trio?
No. Tekserve, Inc. and CDSParts publish RMA and return clocks. MILDTRANS publishes serial plus photographs and video. An RMA stamp is not that cell.
What file does MILDTRANS name?
Product serial number, fault photographs and video — both — and basic test notes. First reply sits inside two working days of a complete file. A confirmed claim closes in three to five working days. That house file is a contract list, not a CISG camera rule.
Can a two-piece trial skip the approval file?
No. Mixed models can start at two pieces for a trial. That trial can start the same file request. An unnamed “send proof” line is not a bulk pass. Ordinary outbound time remains 7–15 days. Same-day is not the standing policy.
