How do you compare suppliers on environmental compliance documentation depth?

Rank the sample files. A RoHS-compliant line on a quote — Restriction of Hazardous Substances, the European Union rule that limits certain substances in electrical and electronic equipment — is not a comparison. One house may send a one-page letter. Another may send an EU declaration of conformity that names the product and the manufacturer, or a category- or lot-level test report that names a laboratory. Those are different depths. Ask for the files, then rank what actually arrives.

A repair-shop or parts importer that sorts two sheets by unit price because both say RoHS is not asking which carton looks cheaper. Why a RoHS-compliant quote line fails as a comparison

It leaves the file unread. Environmental compliance documentation depth is how far the paper goes past a slogan: a generic declaration; an EU declaration of conformity — the manufacturer's written statement of conformity; or a category- or lot-level test report that carries a third-party laboratory number. Two quotes that print the same RoHS word can still describe different paper. Matching “we are RoHS compliant” to a lower landed risk is not that ranking.

What file depths actually arrive

Three depths, not one stamp.

A generic letter says the goods are RoHS compliant and stops.

An EU declaration of conformity, if it follows the model in Directive 2011/65/EU, names the product, the manufacturer, and the responsibility the manufacturer accepts.

A category- or lot-level test report goes further: it names the category or the lot, and it names a laboratory. A third-party laboratory number is the identifier printed on that report, not a slogan on the quote.

Those depths do not appear as a column on the quotation. Ask for sample files before the first bulk T/T — telegraphic transfer. A mixed carton of laptop parts listed as one RoHS line still leaves those cells unread. How many lots share one report is not assumed here. Ask the house to send the file that applies to that SKU, or to write that it will not send one.

What Directive 2011/65/EU requires on the declaration

It requires technical documentation plus an EU declaration of conformity, not a one-line RoHS claim. Directive 2011/65/EU, Document 32011L0065 on EUR-Lex — consolidated version current as of 1 July 2026, read 10 September 2026 at eur-lex.europa.eu/legal-content/EN/TXT/?uri=celex%3A32011L0065 — states that manufacturers draw up the required technical documentation and carry out internal production control in line with module A. Where compliance has been demonstrated, they draw up an EU declaration of conformity and affix the CE marking.

They keep the technical documentation and the EU declaration of conformity for 10 years after the EEE — electrical and electronic equipment — has been placed on the market.

Article 13 states that the declaration shall have the model structure and contain the elements specified in Annex VI. A usable declaration therefore names the EEE uniquely, names the manufacturer or authorised representative and their address, states that the manufacturer takes sole responsibility, identifies the object, states conformity with that directive, and, where they apply, cites the relevant harmonised standards or technical specifications. A letter that only says RoHS compliant has not filled that structure. The path described there is module A internal production control. A notified-body RoHS certificate is not the missing stamp.

What IEC 63000:2016 adds — and does not add

It names the technical documentation the manufacturer compiles. It does not rank two suppliers' PDFs. IEC 63000:2016, on webstore.iec.ch/en/publication/25985, publication date 4 October 2016, read 10 September 2026, has a stability date of 2026. The catalogue page states that the standard specifies the technical documentation the manufacturer compiles in order to declare compliance with the applicable substance restrictions. Amendment 1 was published on 14 January 2022.

Those catalogue pages do not publish a ranking of generic declarations against category- or lot-level test reports, and they do not print a shared pass percentage. Naming IEC 63000 on a quote is not a substitute for sending the file.

The European Commission RoHS page, read the same day at environment.ec.europa.eu/topics/waste-and-recycling/rohs-directive_en, states that the latest Restriction of Hazardous Substances Directive entered into force on 21 July 2011 and currently restricts the use of ten substances. That page is the public substance-count. It is not a supplier-PDF scorecard.

How a disclosed associated-holder file sits in that comparison

It can name the holder a sample file should repeat. It still does not print a ranking table.

The confirmation that holds the sample-file request is usually invoiced by Mildtrans Industrial Co., Limited (中川实业投资有限公司) in Hong Kong SAR, China, the 2010 house; Shenzhen Mildtrans Industrial Co., Ltd. (深圳市中川实业有限公司) dates from 2004 and is the mainland operating company. Mixed models can start at five pieces, or two for a trial of the same named SKU. Ordinary outbound time for that trial is 7–15 days; same-day is not the standing policy.
