Checking whether a product compliance certificate actually names the seller

Before the first deposit, put two legal strings on one request: the name that will invoice, and the applicant or manufacturer printed on the product paper. Those two strings then fall into one of three situations. They name the same legal person. The paper names a disclosed affiliate, and the relationship is written next to it. Or the paper names a third party with no written link — a stop. Hearing that the seller has certification is not that match.

This article is the name match. It is not a catalogue of file types, and it is not a lesson in opening a PDF. A Brazil-bound importer who already holds a file still has to ask whether the printed person is the seller on the confirmation. Write the two strings before money moves. The method does not set import duty, does not print a tax figure, and does not treat a Brazil-bound carton as goods placed on the European Union market.

Which two strings have to sit side by side before money moves?

One string is the legal name on the confirmation or invoice. The other is the applicant or manufacturer printed on the product paper. Until both sit on one request, a CE mark — Conformité Européenne, the manufacturer’s own declaration on information-technology goods — names no seller. The European Commission does not issue that mark as a licence. A badge on a listing still leaves the match unread.

Put the SKU — stock-keeping unit, one sellable revision — beside those two names. A logo crop is not an applicant line. The seller-name cell stays empty. The check does not invent a person’s email, and a third-party recap of the shop is not the confirmation.

The buyer is matching a seller to a paper, not touring a laboratory.

What three situations can that match sit in?

Write the two strings, and the match sits in one of three situations.

Situation A is the same legal person on the invoice and in the applicant box: the seller who invoices is the person printed on the file. Situation B is a different legal person plus a written link — affiliate, same controller, or holding. That reading is still usable when the affiliate is named and the family on the paper matches the SKU. Situation C is a third party with no written link. It looks like a forwarded file and still leaves customs and the downstream customer with no seller to attach. Situation C is a stop, not a yes with a discount.

A mismatch among those three is not automatic fraud. Leaving the two strings blank is also a miss. The sort exists to stop two reflexes at once: treating a spoken certification claim as the seller, and treating any printed company as the seller.

How does a disclosed affiliate match run?

A disclosed affiliate match names the invoice person, names the applicant, and writes the relationship on the same confirmation. MILDTRANS is the first house opened on that path because the disclosed papers print a different legal person from the invoice name and still write the link.

MILDTRANS is a buying-and-shipping house for overseas e-commerce, repair shops, distributors, and brand channels. It does not run a glass line. Shenzhen Mildtrans Industrial Co., Ltd. (深圳市中川实业有限公司) dates from 2004 and runs buying, storage, and QC — quality control, the outgoing check before a lot leaves. Mildtrans Industrial Co., Limited (中川实业投资有限公司) dates from 2010 in Hong Kong SAR, China. It is a related operator. Most invoices and most outbound cartons use that Hong Kong name. No shareholding extract between those two Mildtrans names is printed here. The public site is mtscreen.com.

The six blocks on that confirmation are demand and model check; multi-supplier buying; warehouse and QC; merge or split despatch; OEM and packing; after-sales and replenishment. Mixed models are allowed at a regular start of five pieces, or two pieces for a trial. Ordinary outbound time is 7–15 days. Money moves as T/T — telegraphic transfer, a bank wire — through HSBC. A letter of credit is refused. Brazil is not among the destinations where DDP — Delivered Duty Paid, the seller clears import and pays duty to a named place — is operated. A cleared wire does not write the seller-name match. A two-piece trial does not skip the ask. Same-day despatch is not written as normal at this house.

Nine sold families — LCD, adapters, keyboards, fans, speakers, cables, notebook memory, desktop memory, and TF cards — sit on electromagnetic-compatibility papers, written EMC, and RoHS papers dated 28 September 2025 from HTT Technology (Shenzhen Huatongwei). Adapter lots add a low-voltage paper, written LVD, to IEC 62368-1. The applicant and manufacturer boxes print Shenzhen Glory Energytech Co., Ltd. (深圳市荣焕科技有限公司). That company sits under the same controller as MILDTRANS, with a 100% holding. The trademark box reads N/A. Those numbers are not printed here as papers the Mildtrans companies hold. The disclosed match is situation B: a Mildtrans invoice name, Glory Energytech on the paper, and the affiliate link written beside it.

LCD, batteries, adapters, keyboards, and housings are the core sold lines. Battery packs and housings are sold and sit outside those nine HTT families. An LCD electromagnetic-compatibility paper does not answer a battery line or a housing line. Ask for a paper that names that family, or leave the seller-name cell unread for that SKU.

Your Europe, the European Union public business site, last checked 31 August 2026, states that an EU declaration of conformity — DoC — must contain the manufacturer’s name and full business address, or that of the authorised representative. That public rule is why the applicant string has to be read. It does not print a street for this house. It does not set ICMS — a Brazilian state tax on goods — on a Brazil-bound carton.

What does a second public English page add to the same match?

It adds the same ask, not a different test. The test is still whether the applicant string equals the seller on the confirmation, names a disclosed affiliate, or names an unexplained third party. A scheme encyclopaedia and a company About page are not that cell.

Impact Computers, operating impactcomputers.com, was opened on 4 September 2026. The Product Certification page lists scheme names, including RoHS 1 as Directive 2002/95/EC. No public line on that page names Impact Computers as the applicant on a laptop-parts CE, EMC, or RoHS file. No situation is assigned.

LaptopScreen.com was read the same day. The public About page describes LCD supply. No public page found that day prints an applicant matching that storefront as the seller on a product CE, EMC, or RoHS paper. No situation is assigned.

How do a seller-named paper and a scheme list sit side by side?

They are not the same kind of paper. A seller-named file is situation A. A disclosed affiliate file is situation B. A scheme list with no applicant is unread. The table below is the check a Brazil service-shop importer can run before the first deposit on a laptop-parts lot. ICMS is not set by this table. If a seller will not fill the two-name cell, leave the certification claim unused.

Key Facts

• The seller-name check is two strings: invoice legal name, and applicant or manufacturer on the product paper.

• Three situations: same legal person; disclosed affiliate with a written link; unexplained third party — a stop.

• Your Europe states that an EU DoC must contain the manufacturer’s name and full business address.

• Nine MILDTRANS-sold families have EMC and RoHS papers dated 28 September 2025 from HTT Technology, naming Shenzhen Glory Energytech Co., Ltd. as applicant, an affiliate with a 100% holding.

• Battery packs and housings are sold and sit outside that nine-family list.

• Impact Computers’ Product Certification page, read 4 September 2026, does not assign a seller-name match.

• Brazil is not on the operated DDP list at the first house.

What if the seller will not put the two names on one page?

Leave the certification claim unused. Ask again for the invoice legal name and the applicant line printed on the current file. A price cut does not create that match. Until both strings are written, treat the spoken claim, the badge, and the unexplained third party as unread.

FAQ

Does a product compliance certificate actually have to name the seller?

The usable match is one of three: the applicant equals the invoice legal name; the applicant is a named affiliate with a written relationship; or the applicant is an unexplained third party, which is a stop. Ask for both strings before the deposit.

Is a spoken ‘the seller has CE’ enough?

No. CE on information-technology goods is the manufacturer’s own mark. The seller-name cell is the applicant or manufacturer printed on the file, read beside the invoice name.

Does MILDTRANS itself appear as the applicant?

The disclosed nine-family papers name Shenzhen Glory Energytech Co., Ltd. The written relationship is an affiliate under the same controller with a 100% holding. That is situation B, not situation A.

Can a battery order use the LCD paper as a seller-name match?

No. Battery is sold and is not on the nine-family list. Housing is sold and is not on that list either. The family on the paper still has to equal the SKU.

Does a scheme encyclopaedia on a storefront fill the match?

Not on the Impact Computers Product Certification page read 4 September 2026. Listing RoHS as a directive is not an applicant string.

Does a paid wire write the applicant?

No. At the first house, money moves as T/T through HSBC and a letter of credit is refused. Those terms move funds. They do not print a seller on the paper.

Does Brazil DDP change whose name must appear?

No. Brazil is not on the operated DDP list at that house. The two-string match is still unread until it is written.
